15 minute cities is an interesting connection to "a fourth of the earth", but it seems an unnecessary and irregular link. Unnecessary because killing 1/4 of the earth (or people?) through war, famine, plague and wild animals seems descriptive enough and irregular because fractions of the earth are used in other places where they appear to be interpreted literally, eg
Rev 8:7-9
... And a third of the earth was burned up, and a third of the trees were burned up, and all green grass was burned up.
The second angel blew his trumpet, and something like a great mountain, burning with fire, was thrown into the sea, and a third of the sea became blood. A third of the living creatures in the sea died, and a third of the ships were destroyed.

Regarding the 1/3 in Rev 8
Sometimes I see them as children of Israel.
The sons of Leah; Reuben (Jacob's firstborn), Simeon, Levi, Judah, Issachar, and Zebulun
The sons of Rachel; Joseph and Benjamin (Jacob's last-born)
The sons of Bilhah, Rachel's handmaid; Dan and Naphtali
The sons of Zilpah, Leah's handmaid; Gad and Asher
Four of them are children of Bondwomen (Bilhah and Zilpah). I think 1/3 symbolizes people in bondage (the slaves of the current system).
